Designation of TPWD Representative to the Biological Advisory Team and the Citizens Advisory Committee of the Williamson County Regional Habitat Conservation Plan and the Barton Springs/Edwards Aquifer Conservation District Regional Habitat Conservation Plan

I. Executive Summary: This item would designate Matt Wagner as the TPWD representative to the Biological Advisory Team and the Citizens Advisory Committee of the Williamson County Regional Habitat Conservation Plan (WCRHCP) and the Citizens Advisory Committee of the Barton Springs/Edwards Aquifer Conservation District Regional Habitat Conservation Plan (BSEARHCP).

II. Discussion: The Williamson County Conservation Foundation and the Barton Springs/Edwards Aquifer Conservation District are both attempting to develop Regional Habitat Conservation Plans consistent with the provisions of Parks and Wildlife Code chapter 83, subchapter B, Habitat Protection by Political Subdivisions. Compliance with chapter 83 requires the formation of a Citizens Advisory Committee (CAC) and a Biological Advisory Team (BAT). Chapter 83 requires the Texas Parks and Wildlife Commission to appoint a representative to the CAC and a representative to the BAT to serve as its presiding officer.

In April 2005, the Commission appointed Duane Schlitter of the Wildlife Division to be the TPWD representative on the CAC and one of two TPWD representatives and the presiding officer of the BAT for the WCRHCP. In May 2005, the Commission appointed Duane Schlitter of the Wildlife Division to be the TPWD representative on the CAC for the BSEARHCP. Staff recommends that Matt Wagner of the Wildlife Division be appointed to replace Duane Schlitter on these committees.

III. Recommendation: Staff recommends the Texas Parks and Wildlife Commission adopt the following motion:

"The Texas Parks and Wildlife Commission adopts by resolution the appointment of Matt Wagner of the TPWD Wildlife Division to replace Duane Schlitter as the presiding officer of the WCRHCP Biological Advisory Team, the TPWD representative on the WCRHCP Citizens Advisory Committee, and the TPWD representative on the BSEARHCP Citizens Advisory Committee."

Whereas, the Williamson County Conservation Foundation is attempting to develop the Williamson County Regional Habitat Conservation Plan (WCRHCP) consistent with the provisions of Parks and Wildlife Code chapter 83, subchapter B, Habitat Protection by Political Subdivisions;

Whereas, the Barton Springs/Edwards Aquifer Conservation District is attempting to develop the Barton Springs/Edwards Aquifer Conservation District Regional Habitat Conservation Plan (BSEARHCP) consistent with the provisions of Parks and Wildlife Code chapter 83, subchapter B, Habitat Protection by Political Subdivisions;

Whereas, pursuant to Chapter 83 of the Texas Parks and Wildlife Code a Citizens Advisory Committee (CAC) and a Biological Advisory Team (BAT) have been formed in connection with the development of the WCRHCP and the BSEARHCP;

Whereas, Chapter, 83, Texas Parks and Wildlife Code requires the Texas Parks and Wildlife Commission to appoint a representative to the CAC;

Whereas, Chapter, 83, Texas Parks and Wildlife Code requires the Texas Parks and Wildlife Commission to appoint at least one representative to the BAT, and choose the presiding officer of the BAT;

Whereas, it is necessary to appoint a replacement for Duane Schlitter as the TPWD representative to the BAT and the CAC for the WCRHCP and the CAC for the BSEARHCP;

Now therefore be it resolved by the Texas Parks and Wildlife Commission that Matt Wagner of TPWD's Wildlife Division is appointed to be the TPWD representative on the WCRHCP Citizens Advisory Committee, the presiding officer of the WCRHCP Biological Advisory Team, and the TPWD representative on the BSEARHCP Citizens Advisory Committee.
