Pipeline Easement - Jefferson County
Golden Pass Pipeline Across J.D. Murphree WMA
August 23, 2007

I. Executive Summary: Staff will brief the Texas Parks and Wildlife Commission on the result of negotiations with Golden Pass Pipeline LLC., regarding a proposed 42-inch diameter pipeline crossing nearly 14 miles of the J.D. Murphree Wildlife Management Area (WMA) in Jefferson County.

II. Discussion: Golden Pass Liquid Natural Gas (LNG) Terminal is currently being constructed near the J.D. Murphree WMA. The project to install the 42" natural gas pipeline across the WMA is expected to take 12 - 13 months. The selected route for this pipeline through coastal marsh habitats is the route which best minimizes long term coastal marsh impacts in south Jefferson County.

III. Recommendation: The staff recommends the Texas Parks and Wildlife Commission adopt the following motion:

"The Executive Director is authorized to notify the Texas General Land Office of terms and conditions under which an easement may be granted to Golden Pass Pipeline LLP for the construction of a 42-inch diameter pipeline across the J.D. Murphree Wildlife Management Area."
