The Texas Parks and Wildlife Department (TPWD) currently has 23 repair and improvement projects with a total construction value of approximately $40 million which are scheduled to be posted for solicitation and awarded by August 31, 2021. Over the next 9 months, we will be bidding out these projects, which will be constructed in various locations across the state. Projects vary in size and scope. Work to be bid includes capital projects for the State Parks Division, Coastal Fisheries Division, Inland Fisheries Division, Wildlife Division, as well as projects at the agency’s Austin Headquarters.

State agencies are required to make a good faith effort to assist Historically Underutilized Businesses (HUBs) in receiving a portion of the total contract value the agency expects to award based on statewide HUB goals. For contracts with an expected value of $100,000 or more, before any state agency can seek bids for the contract, they must determine whether there are probable subcontracting opportunities. Subcontracting opportunities can be realized through expenses made for materials, supplies, equipment, and services. If an agency determines probable subcontracting opportunities, bidders must complete and return a required HSP that meets and/or exceed the Good Faith efforts requirements, as outlined by Texas Government Code, by the response due date and time in order to be considered responsive. If an HSP is found to be non-compliant, the Respondent’s proposal is considered non-responsive, and the proposal cannot be evaluated.

TPWD will host a virtual HSP Educational Workshop on Friday, February 26, 2021 for prime bidders and subcontractors; both HUB and NONHUB.

Vendors will have an opportunity to:

  • Learn about the upcoming repair and improvement projects
  • Learn the step-by-step process of completing the required HSP
  • How to submit the required Progress Assessment Reports (PAR)
