I. Discussion: Galveston Bay Pipeline Company has requested an easement to lay a 10-inch pipeline easement across Candy Abshier Wildlife Management Area. The pipeline would be 440.78 feet long or 26.71 rods and would be a new easement across the management area.

The pipeline will be buried at a depth of 36 inches, all surface disturbance will take place within the confines of the easement, and existing roads will be used for access to the easement. The route chosen will cross a section of the WMA that has been previously disturbed by oil and gas operations and has limited vegetation present. The new easement will tie into an existing easement on the east side, owned by Florida Gas Transmission Company and will require a 20’ x 30’ valve station. Florida Gas Transmission has approved the proposed tie-in point and valve station.

Headquarters and Area staff have examined the application and conclude that all attempts have been made to minimize impacts to the area.

The staff recommends to the Commission that the easement be granted subject to the conditions shown in Exhibit A in lieu of the per rod charge for the first term of the easement.

II. Recommendation: The staff recommends the Parks and Wildlife Commission adopt the following motion:

"The Executive Director is authorized to recommend to the Board for Lease for Parks and Wildlife Lands the granting of an easement to Applicant as requested, incorporating terms and conditions shown in Exhibit A, for a term of ten years."
