Mission Statement

The Infrastructure Division provides sustainable planning, design, construction and support services to enable partner divisions to provide meaningful outdoor experiences to the people of Texas.

Vision Statement

We help to enhance the quality of life of the people of Texas by contributing to the accomplishment of the department’s mission.

To the people of Texas we have a responsibility to provide the highest level of stewardship of the natural, cultural, and fiscal resources that they have entrusted to us.

To the other divisions that are our customers we have a responsibility to provide first-class customer service. We provide to them a quality product that has value, by creating a collaborative partnership built on trust and open communication. We do not just listen to the customer, but truly seek to understand their needs and concerns.

To accomplish this, we are organized into multifunctional regional teams that turn the customer divisions’ needs into completed projects.

Ultimately, we add value to each project through a collaborative effort to provide superior customer service and stewardship of resources so that TPWD can provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.


Division Operations, Branches and Programs

Division Operations

Provides assistance to the Director in division direction and leadership. Oversees and coordinates the Division's day to day operations. Assists with strategic direction for Infrastructure Division staff and the Department's Capital Construction Program (development, major repair, minor construction, and the road and bridge program) and oversees the management of major construction contracts, to include contracting. Primarily provides supports with managing programs and staff responsible for ensuring that all TPWD facility repair, improvement and development needs are identified and projects are completed within a reasonable time frame and budget. Work includes all state parks, state natural areas, state historic sites, wildlife management areas, field offices, fish hatcheries and administrative buildings.

Finance/Administration Branch

Acts as the division comptroller and is responsible for supporting the division and agency by providing financial, personnel, and administrative services such as information systems.

Operation Programs & Policy Branch

Provides assistance to Division and Deputy Division Directors to develop, implement, manage, and supervise division management actions, strategic direction, and operational guidelines. Provides divisional services for legislative matters, policies and procedures, process and operational improvements, audit and compliance, curriculum development and education, and records management and archives.

Contracting Branch

Provides full service contracting support for design and construction services and some related administrative services such as purchasing.

Field Operations Branch

Provides field-based construction management, in-house inspection, and survey services.

Design/Project Management Branch

Provides Project Management and oversight of TPWD’s Capital Program prior to construction, including strategic planning, scoping, programming, design, scheduling, and budgeting.

Provides in-house and contracted Professional Design services for both the Capital and Minor Construction Programs.

Provides technical architectural and engineering support to our Partner Divisions

Land Conservation Program Branch

Serves all of TPWD by providing land conservation services, including land acquisition and disposition, negotiation of third-party surface uses, conservation easements through the Texas Farm and Ranch Lands Conservation Program, and real estate administration.”


TPWD Projects

The Infrastructure Division administers Texas Parks and Wildlife Department's Capital Program. Through the Infrastructure Division, the department annually bids, on average, hundreds of construction and professional service projects statewide ranging from under $25,000 to multi-million contracts.

TPWD projects include major repairs and new construction of buildings, utilities, site work, and restorations at various state parks, fisheries, wildlife management areas, field offices, and other facilities all over the state. Additionally, Infrastructure is responsible for all professional design projects for the department.

Bidding/Bonding

Requirements for construction contracts vary depending on the estimated cost of the project:

  • $25,000 to under $100,000: 5% Bid Security and Payment Bond Required
  • $100,000 and above: 5% Bid Security, Payment Bond and Performance Bond Required
  • Bid Security, Payment Bond and Performance Bond must be originals
  • Payment Bonds and Performance Bonds must be 100% of the contract

Insurance

Insurance is required by state law and requirements may vary based on the individual project conditions. For most construction contracts over $10,000, the contractor is required to provide proof of insurance before authorization is granted to proceed with the work
