The Infrastructure Division provides sustainable planning, design, construction and support services to enable partner divisions to provide meaningful outdoor experiences to the people of Texas.

To accomplish this, we are organized into multifunctional regional teams that turn the customer divisions’ needs into completed projects.
Ultimately, we add value to each project through a collaborative effort to provide superior customer service and stewardship of resources so that TPWD can provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.
Division Administration and Branches
Division Administration oversees and coordinates the Division's day to day operations. Assists in providing strategic direction for Infrastructure Division staff and the Department's Capital Construction Program (development, improvement, repair and conservation programs). Oversees the management of major construction contracts/projects and the staff responsible for ensuring TPWD facility repair and development needs are completed within a reasonable time frame and budget, including projects for state parks, wildlife management areas, historic sites, field offices, fish hatcheries and administrative buildings. Responsible for the Energy and Sustainability Program.
Finance/Administrative Branch: Acts as the Division Comptroller and is responsible for supporting the Division and Agency by providing financial, personnel, and administrative services such as purchasing, information systems, and records management.
Contracting Branch: Provides full service contracting support for design and construction services.
Field Operations Branch: Provides field-based construction management, and in-house inspection, survey, and construction services. The construction crews are highly skilled in repair and renovation of department facilities and historic structures.
Project Management Branch: Provides Capital Program project delivery, customer service, road and paving project coordination, and project scheduling.
Planning and Design Branch: Provides the agency with professional planning, architecture and design, landscape architecture, and engineering services for new, retrofit, and repair projects. The branch also provides professional review services for other branches and divisions within the agency.
Support Services Branch: Responsible for headquarters maintenance, fleet management program, radio management, and the risk management program.
The Infrastructure Division administers Texas Parks and Wildlife Department's Capital Program. Through the Infrastructure Division, the department annually bids, on average, hundreds of construction and professional service projects statewide ranging from under $25,000 to multi-million contracts.
TPWD projects include major repairs and new construction of buildings, utilities, site work, and restorations at various state parks, fisheries, wildlife management areas, field offices, and other facilities all over the state. Additionally, Infrastructure is responsible for all professional design projects for the department.
Bidding/BondingRequirements for construction contracts vary depending on the estimated cost of the project:
- $25,000 to under $100,000: 5% Bid Security and Payment Bond Required
- $100,000 and above: 5% Bid Security, Payment Bond and Performance Bond Required
- Bid Security, Payment Bond and Performance Bond must be originals
- Payment Bonds and Performance Bonds must be 100% of the contract
Insurance is required by state law and requirements may vary based on the individual project conditions. For most construction contracts over $10,000, the contractor is required to provide proof of insurance before authorization is granted to proceed with the work.
Plan deposits are normally not required.
