Right-of-Way Easement – Parker County
Lake Mineral Wells Trailway

I. Executive Summary: Texas Parks and Wildlife Department (TPWD) has a request from Parker County for a Right-of-Way (ROW) Easement across a portion of the Lake Mineral Wells Trailway.
II. Discussion: Parker County is in the planning stages to build a new loop road and has requested an easement from TPWD.
To make this road project possible, a bridge must be constructed over a railroad track owned by TPWD. The track is part of the Rails-to-Trails program. The northern portion of the track has been redeveloped into the Mineral Wells Trailway; whereas, the southern portion has remained abandoned. The bridge will be constructed over the southern portion of the track and requires an easement on TPWD’s property. The parcel affected will be a very small area only large enough for three 36” diameter concrete columns. The southern portion of the track is not planned to be extended for the Trailway; however, if TPWD decides to make this extension, the bridge will not be a hindrance. The columns are positioned on the edge of TPWD’s right-of-way with ample room for the Trailway.
III. Recommendation: The staff recommends the Texas Parks and Wildlife Commission adopt the following motion:
"The Texas Parks and Wildlife Commission authorizes the Executive Director to take all necessary steps to grant Parker County a Right-of-Way Easement at Lake Mineral Wells Trailway.”
