Texas Recruitment, Retention, and Reactivation Strategy Plan (R3 Plan)

I.      Executive Summary: With this item, the Texas Parks and Wildlife Department (TPWD) staff seeks to brief the Texas Parks and Wildlife Commission (Commission) on TPWD’s progress toward developing a strategic plan to address the recruitment, retention, and reactivation (R3) of hunters, anglers, boaters, and shooting sports enthusiasts in Texas.

II.     Discussion: Texas has a rich outdoor heritage that has financially supported natural resource conservation for over 100 years. This support has been the lifeblood of TPWD and is dependent upon the vitality of the stakeholder groups that utilize the outdoors for a variety of activities. As the population of Texas has grown and demographics have shifted, so have TPWD customers and their preferences in outdoor recreational activities. In order to stem the gradual exodus of Texans from hunting, fishing, boating, and recreational shooting sports, TPWD is developing a strategic R3 Plan that prescribes goals, objectives, and actions to implement to increase participation in recreational activities by recruiting new users, retaining current customers, and reactivating those who have chosen to not head afield. TPWD’s R3 Plan is currently in the final drafting stage, which has included input from stakeholder groups, and will be ready for statewide and national publication early this year.
