Notice of Proposed Real Estate Transaction

In a meeting on November 6, 2025, the Texas Parks and Wildlife Commission (the Commission) will consider approving an acquisition of land of approximately 54000 acres. The public will have an opportunity to comment on the proposed transaction before the Commission takes action. The meeting will start at 9:00 a.m. at 1 Civic Center Plaza, El Paso, Texas 79901.  Prior to the meeting, public comment may be submitted to Stan David, Executive Office, Texas Parks and Wildlife Department, 4200 Smith School Road, Austin, Texas 78744, or by email to real.estate.comment@tpwd.texas.gov, or via the department’s website at https://tpwd.texas.gov/.  Visit the TPWD website at tpwd.texas.gov for the latest information regarding the Commission.

I.      Executive Summary: Staff requests authorization to acquire an approximately 54,000-acre tract of land for a new state park from a willing seller.

II.     Discussion: The property proposed for acquisition consists of approximately 54,000 acres, including 7.5 miles of the West Nueces River, a 30-acre lake within the Nueces River, with waterholes across the property. The property also features steep canyons and rolling hills. It is located approximately 15 miles east of Kickapoo Cavern State Park. Staff believes this property is suitable for a new state park, and acquisition will create additional recreational opportunities and habitat protection for native wildlife.

Staff prioritizes acquiring state park inholdings and new state parks from willing sellers to improve recreational opportunities, conserve fish and wildlife habitat, and ensure the conservation of existing Texas Parks and Wildlife Department public lands. Acquisition of this tract will add a new state park to the department’s public land system and provide greater outdoor experiences and opportunities for the citizens of Texas.

III.   Recommendation: Staff recommends that the Texas Parks and Wildlife Commission adopt the following motion:

“The Texas Parks and Wildlife Commission authorizes the Executive Director to take all necessary steps to acquire from a willing seller approximately 54,000 acres in Kinney and Edwards Counties for a new state park.”
