Paul L. Foster was appointed to the Commission by Governor Greg Abbott on April 14, 2021 to a six-year term which will expire on February 1, 2027. On June 3, 2025, he was appointed by Governor Greg Abbott as Chairman of the Commission. Mr. Paul L. Foster of El Paso is the Founder, Chief Executive Officer, and a Director of Franklin Mountain Investments, LLC (FMI). FMl's affiliates include Franklin Mountain Capital, Franklin Mountain Energy, Franklin Mountain Industrial, and Franklin Mountain Property Services. He is a former director of the National Petroleum Refiners Association and the Western Petroleum Marketers Association. Mr. Foster is former chairman of The University of Texas Investment Management Company (UTIMCO) and served as Chairman of the University of Texas System Board of Regents. Additionally, he served on the University of Texas System University Lands Advisory Board, the Texas Higher Education Coordinating Board, the Texas Economic Development Corporation Board of Directors, and the El Paso Branch of the Dallas Federal Reserve Bank. He is a member of the board of the Baylor College of Medicine, serves on the Borderplex Alliance Executive Committee, and is a member of the World Presidents Organization. He is a Director of WestStar Bank in El Paso. Mr. Foster received a Bachelor of Business Administration in Accounting from Baylor University.

Oliver J. Bell was appointed to the Commission by Governor Greg Abbott on November 15, 2018 and was reappointed by Governor Greg Abbott to another six-year term which will expire on February 1, 2029. On November 2, 2023, he was elected as Vice-Chairman of the Commission. Mr. Bell is the Chief Operating Officer of The Barndominium Company, specializing in Barndominium design, building material supply, and product supply. He is also the founder of Oliver Bell, Inc., a crisis labor relations consulting firm. He is a member of the West Point Society of Greater Houston, the 11th Armored Cavalry Regiment Association, the Association of the United States Army, and The Boulé. He is the former chairman of the Texas Board of Criminal Justice and the Windham School District Board of Trustees. He also served on the Texas Southern University Board of Regents. He is a graduate of the United States Military Academy at West Point and was an Airborne-Ranger qualified officer.

Wm. Leslie Doggett was appointed to the Commission by Governor Greg Abbott on August 31, 2023, for a term that will expire February 1, 2029. He is the Founder and Executive Chairman of Leslie Doggett Industries, Doggett Equipment Services Group, Doggett Truck Group and Saddlebrook Equity and Management LLC (Doggett’s family office and manufacturing division) founded in 1993 with 47 dealerships / locations in Louisiana, Arkansas, Texas, New Mexico and Mexico.
In 2020, ranked by the Houston Business Journal as the largest (#1) Family-Owned Business in the Greater Houston area without private equity or outside investment of any kind. His various affiliations and trustee duties include World Presidents Organization, Texas Brangus Breeders Association, Museum of Fine Arts — Rienzi Houston, Methodist Hospital Houston Research and Academic Institute, San Jacinto Monument and Texas History Museum and the Kinkaid School.
Doggett received a Bachelor’s in Business Administration from the University of Texas at Austin and an Advanced Diesel and Gas Engine Technology degree from the Universal Technical Institute.

Anna B. Galo was appointed to the Commission by Governor Greg Abbott on June 1, 2021 to a term which will expire February 1, 2027. She has served on the Texas Parks and Wildlife Commission since November 17, 2015. Mrs. Galo is Vice President of ANB Cattle, Co, and is a Co-Trustee of her family’s mineral trust. In addition, she serves as President and Co-Operations Manager of several companies dealing with oil and gas holdings, commercial real estate, and ranching and hunting industries. She is a member of the board of directors of the John G. and Marie Stella Kenedy Memorial Foundation and the City of Laredo City Manager’s ad-hoc committee, board member of the Laredo Boy’s and Girl’s Clubs, and the Angel of Hope Foundation. She is the past president of the board of directors of the South Texas Food Bank and United Day School, and she continues to serve on both boards. She is a former board member of the Laredo Center for the Arts, Border Cultural Promotion Foundation, Webb County Children’s Advocacy Center and City of Laredo Historic Preservation Committee. Additionally, she is a founding member and first treasurer of the Laredo College Education Foundation, and she was a board member and local chair of AVANCE. Mrs. Galo received a Bachelor of Arts from St. Mary’s University and is a former educator.

Dr. John A. McCall, Jr. was appointed to the Commission by Governor Greg Abbott on June 3, 2025 for a term that will expire February 1, 2031. John A. McCall Jr., O.D. of Crockett is senior vice president and a founder of Vision Source, the largest franchiser of independent optometrists in the country. He is the owner of Crockett Eye Clinic and co-founder and co-owner of Logansport Surgical Center where he performs glaucoma laser procedures and other surgeries.
He is President and CEO of Stealth Vision Optics and Rifles. He was a Regent of the University of Houston, having served as Sec-Treas, Vice Chairman and acting chairman. He was recognized as Outstanding Alumni of the Year from University of Houston College of Optometry. He was an Adjunct Associate Professor of Optometric Medicine and Surgery at UH College of Optometry.
He is a former city councilman and mayor of the City of Crockett. He is a former member of the Houston County Appraisal Board. He is currently president of the American Academy of Optometric Medicine and Surgery and previously served as president of the American Optometric Association as well as the Texas Optometric Association, which presented him with Young O.D. of the Year, O.D. of the Year, and Distinguished Service Award. Dr. McCall received a Bachelor of Science and a Doctor of Optometry from UH.

Bobby Patton was appointed to the Commission by Governor Greg Abbott on August 6, 2019 for a term that will expire February 1, 2025. Mr. Patton is president of Texas Capitalization Resource Group, Inc. He is a member of the State Bar of Texas, The University of Texas (UT) Development Board, UT Marine Science Institute, and the UT Liberal Arts Advisory Council. Additionally, he is a director of the Fort Worth Stock Show & Rodeo and former chairman of the PGA Tournament Committee for Charles Schwab.
Mr. Patton received a Bachelor of Business Administration from The University of Texas at Austin, a Juris Doctor degree from St. Mary’s Law School, and a Master of Laws from the Southern Methodist University School of Law.

Travis B. “Blake” Rowling was appointed to the Commission by Governor Greg Abbott on April 14, 2021 to a six-year term which will expire on February 1, 2027. Blake Rowling of Dallas serves as the president of TRT Holdings in Dallas, Texas. He is a member of YPO Dallas, a board member of Communities Foundation of Texas and the University of Texas Development Board Executive Committee, a trustee of the Rowling Foundation and a member of the Touchdown Club, benefiting the Rise School of Dallas. Rowling formerly served as a board member of Serve West Dallas and as a member of the McCombs BBA Advisory Board. He earned his Bachelor of Business Administration in Finance from The University of Texas at Austin.

Dick Scott was appointed to the Commission by Governor Rick Perry on February 1, 2011 and was reappointed by Governor Greg Abbott to another six-year term which will expire on February 1, 2029. On August 26, 2021, he was elected as Vice-Chairman of the Commission. He is co-owner of Trans-Global Solutions Inc., a railroad transportation company. He is a member of Delta Sigma Pi and the Boys and Girls Country Executive Committee. He is also a volunteer contributor for the Hays County FFA and 4H clubs and a Lifetime member of the Houston Livestock Show and Rodeo and serves on their International Committee. He previously served on the Lower Colorado River Authority Board from 2009 through 2010. Scott received a bachelor's degree from Lamar University.

Timothy “Tim” Timmerman was appointed to the Commission by Governor Greg Abbott on April 16, 2025 for a term that will expire February 1, 2031. Mr. Timmerman is the Chairman of Timmerman Capital, LLC and numerous real estate investment and development entities. Timmerman received a Bachelor of Business Administration from Texas A&M University and a Master of Business Administration from The University of Texas at Austin.
Mr. Timmerman served on the Lower Colorado River Authority Board of Directors for three terms. He served as Chairman of the Board of LCRA for 14 years. He is the President of the Colorado River Land Trust, a board member for Central Texas Community Foundation, Austin Area Research Organization, YMCA of Central Texas, and Texas Business Leadership Council. Additionally, he is the former vice chairman of St. David's Round Rock Medical Center and a former board member of the Austin Chamber of Commerce. He also is a member of the Texas A&M Chancellor's Century Council and Texas A&M Legacy Society.

Lee Marshall Bass was appointed to the Commission by Governor William P. Clements, Jr. on February 20, 1989 to a six-year term. On February 24, 1995, he was named Chairman and reappointed for another six-year term by Governor George W. Bush. On August 29, 2001, he was named Chairman-Emeritus by Governor Rick Perry; graduate of Yale University and the Wharton School of the University of Pennsylvania. He serves on the boards of the Sid W. Richardson Foundation, The Peregrine Fund, the International Rhino Foundation and Vanderbilt University.

T. Dan Friedkin was appointed to the Commission by Governor Rick Perry on May 9, 2005 and was reappointed by Governor Perry to another six-year term in 2011. He served as Chairman from September 1, 2011 through December 31, 2013 and again from July 29, 2015 to January 19, 2018. Friedkin is Chairman and CEO of The Friedkin Group, a privately held and diverse consortium of businesses and investments in the automotive, hospitality, entertainment, sports and adventure industries. These include Gulf States Toyota, one of the world’s largest independent distributors of Toyota vehicles and parts. Friedkin is an avid outdoorsman who is active in wildlife conservation initiatives in the U.S. and abroad. He is a trustee of the Wildlife Conservation Society, a trustee of the Kinkaid School, member of the Young President's Organization, Chairman of the Air Force Heritage Flight Foundation and serves on the advisory Board of The Caesar Kleberg Wildlife Research Institute at Texas A&M University-Kingsville. A graduate of Georgetown University, he received a Masters Degree from Rice University.
