VetHUB Goals
The Comptroller of Public Accounts emergency rules eliminate the statewide quantitative utilization goals that relied on certain eligibility criteria to be viable. Agencies are instructed to set their own goals for increasing utilization of VetHUB Businesses. By statute, each state agency establishes VetHUB percentage utilization goals based on its fiscal year expenditures and total contract expenditures, the availability of VetHUBs to perform contracts, the state agency’s historic utilization of VetHUBs, and any other relevant factors. VetHUB subcontracting goals will be identified by a state agency for each specific procurement with an expected value of $100,000 or more when subcontracting opportunities are probable under the contract. During the fiscal year, Texas Parks and Wildlife Department (TPWD) will work towards the following agency-specific VetHUB goals:
- 1.00% for Heavy Construction other than building contracts;
- 0.02% for all building construction contracts, including general contractors and operative builders contracts;
- 2.00% for all special trade construction contracts
- 0.05% for professional service contracts
- 0.05% for other services contracts; and
- 0.10% for commodities contracts
