SUMMARY OF THE APRIL 5, 2000 MEETING ATTACHED FOR REVIEW AND APPROVAL.
BE IT REMEMBERED that heretofore on the 5th day of April 2000, there came on to be heard matters under the regulatory authority of the Parks and Wildlife Commission of Texas, in the commission hearing room of the Texas Parks and Wildlife Headquarters complex, Austin, Travis County, Texas, beginning at p.m. to wit:

1. BRIEFING – Outreach Initiative Status Report
Presenter: Dr. Larry McKinney
The Commission was informed
on outreach program initiatives.
Reaching new audiences,
particularly those within
inner cities and those not
engaged in the Texas Parks
and Wildlife (TPW) program,
philosophies or services.
Staff addressed education
and outreach at the statewide
level focusing on effective
strategies to reach new
audiences. Establish regional
pilots which will help work
with those who are already
involved in bringing kids
outdoors; who have establish
partnerships in those areas;
and who already espouse
our mission, our goals,
our objectives and some
of our programs at our facilities.
Team up with "Outdoor
Kids" (OK) and expanding "Community
Outdoor Outreach Program" (COOP)
to get the people hooked
on the Texas Outdoors.
Ms. Lewis introduced the Outreach program with the history of the program discussing the target areas: Houston area - $150,000; the Dallas area - $130,000; and San Antonio - $42,307.
Develop the COOP program
as a pilot program—to
increase grant-writing efforts
by have more workshops in
these regional areas.
IV. OTHER BUSINESS: None

Briefing
Statewide and Regional Outreach
Initiative Update
November 2000
I. DISCUSSION: This briefing provides the Committee with an update on agency efforts to implement a comprehensive statewide and regional outreach effort including the following strategies:
- Planning, staffing and coordination of regional outreach efforts in Houston, Dallas/Ft. Worth and San Antonio
- Organization of staff around a department-wide outreach theme such as "Outdoor Kids"
- Contracts for services with intermediary outreach groups and summer pilot accomplishments in Houston and Dallas
- Continued funding of Community Outdoor Outreach Program grants
- Coordination with planning at Sheldon Lake State Park (Houston) , Cedar Hill State Park (Dallas) and at Government Canyon (San Antonio)
A department-wide supplemental has been approved to hire regional specialists to direct outreach efforts in Houston, Dallas and San Antonio. Resource Protection and Education staff organization has been realigned to coordinate the statewide outreach strategic plan including these regional efforts. Outreach efforts will be coordinated across divisions via the existing Education (and Outreach) Team. A recap of planning efforts and contracted services, including the successes of regional pilots in Houston and Dallas, will be provided. Status of outreach efforts to be included in planning efforts at Sheldon Lake SP, Cedar Hill SP and Government Canyon SNA will be discussed.
