Transfer of Property – Wood County
Governor Hogg Shrine State Historic Site

I. Executive Summary: The Quitman Heritage Foundation (Foundation) requests transfer of two buildings, the Stinson Home and Honeymoon Cottage, from Texas Parks and Wildlife Department (TPWD) to the Foundation, completing TPWD divestiture of the Governor Hogg Shrine State Historic Site.

II. Discussion: The Governor Hogg Shrine State Historic Site was transferred to the City of Quitman in 1998, except for two structures, the ownership and maintenance of which was retained by TPWD. The Foundation requests transfer of the buildings to them for maintenance, operation and development of public use. The City of Quitman concurs with the Foundation's request.

Staff finds continued ownership of these buildings no longer serves the purpose intended by their acquisition, and divestiture to be in the best interest of TPWD. This action will complete the transfer of the Governor Hogg Shrine State Historic Site (now called the Governor Hogg Shrine Park) to qualified local entities, and is consistent with the intent of the Land and Water Resources Conservation and Recreation Plan.

III. Recommendation: III. The staff recommends the Texas Parks and Wildlife Commission adopt the following motion:

"The Texas Parks and Wildlife Commission finds that ownership of property at the former Governor Hogg Shrine State Historic Site in Wood County is no longer in the best interest of Texas Parks and Wildlife Department and authorizes the Executive Director to take all necessary steps to transfer all remaining property to a qualified local entity."
