Update on TPWD Progress in Implementing the TPWD Land and Water Resources Conservation and Recreation Plan

I. Executive Summary: Executive Director Carter Smith will briefly update the Commission on the status of the agency's efforts to implement the Land and Water Resources Conservation and Recreation Plan (the Plan).
II. Discussion: In 2001, the 77th Texas Legislature directed that the Texas Parks and Wildlife Department (TPWD) develop a Land and Water Resources Conservation and Recreation Plan (Tex. Park & Wild. Code §11.104). In 2002, the Texas Parks and Wildlife Commission (the Commission) adopted the first Plan. A revised Plan was adopted by the Commission in January 2005. The Plan is available on the TPWD web site. Executive Director Carter Smith will update the Outreach and Education Committee on TPWD's recent progress in achieving the Plan's Goals and Objectives as they relate to the Ad Hoc Infrastructure Committee.
The Plan consists of 8 Goals and a total of 56 Objectives. The Goals stated in the Plan are as follows:
- Goal 1: Improve access to the outdoors.
- Goal 2: Preserve, conserve, manage, operate, and promote agency sites for recreational opportunities, biodiversity, and the cultural heritage of Texas.
- Goal 3: Assist landowners in managing their lands for sustainable wildlife habitat consistent with their goals.
- Goal 4: Increase participation in hunting, fishing, boating and outdoor recreation.
- Goal 5: Enhance the quality of hunting, fishing, boating and outdoor recreation.
- Goal 6: Improve science, data collection and information dissemination to make informed management decisions.
- Goal 7: Maintain or improve water quality and quantity to support the needs of fish, wildlife and recreation.
- Goal 8: Continuously improve TPWD business management systems, business practices and work culture.

Capital Program and Capital Projects Update

I. Executive Summary: The Committee will be provided an update on the Capital Program and on specific Capital Projects.
II. Discussion: The briefing will provide an update of the entire Capital Program portfolio, to include a discussion on funding from general obligation bonds and other sources. The Capital Project Update will include an update on the progress of the Texas Game Warden Training Center and of projects at Galveston Island, Sea Rim, and Mother Neff State Parks.

Update on San Jacinto Battleground/Monument
State Historic Site and Battleship Texas Dry Berth Project

I. Executive Summary: The Committee will be provided an update on projects and issues at the San Jacinto Battleground Complex.
II. Discussion: The briefing will present an overview of the San Jacinto Battleground Complex, including the major venues (Battleground, Monument and Battleship TEXAS), history, background, annual public events and stakeholders. The Committee will also be briefed on the site's master plans and capital projects past and present, including a discussion of the ongoing issues regarding the funded Visitor Center project and the Battleship TEXAS Dry Berth project.

Post Hurricane Ike Natural Resource Status Briefing
November 4, 2009
I. Executive Summary: This is a briefing to update the Commission on the current status of coastal habitats and department properties impacted by Hurricane Ike.
II. Discussion: Hurricane Ike severely impacted important coastal habitats surrounding Galveston Bay and Sabine Lake in September 2008. Thousands of acres of oyster reefs, coastal marshes, and adjacent terrestrial habitats were badly damaged by the storm. Images of habitats and department properties taken in the wake of Hurricane Ike will be compared to recent images to illustrate change over time and document the current condition of these sites.
