Pheasant Proclamation

I. Executive Summary: This item presents the prospective adoption of a proposed change to increase the bag limit for pheasant in 37 counties in the Texas Panhandle.
II. Discussion: Responsibility for establishing seasons, bag limits, and means and methods for the take of wildlife resources, including pheasant, is delegated to the Texas Parks and Wildlife Commission under Parks and Wildlife Code, Chapter 61. Staff was directed at the April 2006 meeting of the Regulations Committee to publish in the Texas Register a proposal to increase the daily bag and possession limits for pheasant in 37 counties in the Texas Panhandle. The proposed rule (located at Exhibit A) appeared in the April 21, 2006, issue of the Texas Register (31 TexReg 3353).
The proposed amendment is consistent with statutory requirements and Commission policy, including scientific investigation and required findings of fact where applicable, and will increase recreational opportunity while maintaining sound biological management and enforceability. A summary of public comment will be presented at the time of the meeting.
III. Recommendation: Staff recommends that the Parks and Wildlife Commission adopt the following motion:
"The Texas Parks and Wildlife Commission adopts an amendment to §65.60, concerning Pheasant, with changes as necessary to the proposed text as published in the April 21, 2006 issue of the Texas Register (31 TexReg 3353)."
