Land and Water Plan Update
April 4, 2007

I. Executive Summary: Executive Director Robert L. Cook will briefly update the Commission on the status of the agency's efforts to implement the Land and Water Resources Conservation and Recreation Plan (the Plan).

II. Discussion: In 2001, the 77th Texas Legislature directed that the Texas Parks and Wildlife Department (TPWD) develop a Land and Water Resources Conservation and Recreation Plan (Tex. Park & Wild. Code §11.104). In November 2002, the Texas Parks and Wildlife Commission (the Commission) adopted the first Plan. A revised Plan was adopted by the Commission in January 2005. The Plan is available on the TPWD web site. Executive Director Robert L. Cook will update the Conservation Committee on TPWD's recent progress in achieving the Plan's Goals and Objectives as they relate to the Conservation Committee.

The Plan consists of 8 Goals and a total of 56 Objectives. The Goals stated in the Plan are as follows:

Transfer of Property – Wood County
Governor Hogg Shrine State Historic Site
April 4, 2007

I. Executive Summary: The Quitman Heritage Foundation (Foundation) requests transfer of two buildings, the Stinson Home and Honeymoon Cottage, from Texas Parks and Wildlife Department (TPWD) to the Foundation, completing TPWD divestiture of the Governor Hogg Shrine State Historic Site.

II. Discussion: The Governor Hogg Shrine State Historic Site was transferred to the City of Quitman in 1998, except for two structures, the ownership and maintenance of which was retained by TPWD. The Foundation requests transfer of the buildings to them for maintenance, operation and development of public use. The City of Quitman concurs with the Foundation's request.

Staff finds these buildings no longer serve the purpose intended by their acquisition, and divestiture to be in the best interest of TPWD. This action will complete the transfer of the Governor Hogg Shrine State Historic Site (now called the Governor Hogg Shrine Park) to qualified local entities, and is consistent with the intent of the Land and Water Resources Conservation and Recreation Plan.

Upon concurrence of the Texas Parks and Wildlife Commission, staff will publish notice, conduct a local public hearing and solicit public input regarding the proposed transfer, with the intention of returning to the Commission in May with a final recommendation and action item.
