Grant of Access Easement for M.D. Anderson Science Park

Buescher State Park

I. Executive Summary: Texas Parks and Wildlife Department (TPWD) staff requests Commission approval to grant access easements across Buescher State Park in Bastrop County to The University of Texas M.D. Anderson Cancer Center for its Smithville Science Research Park.

II. Discussion: In 1967, the Texas Legislature transferred 717.3 acres in Bastrop County from TPWD to M.D. Anderson for use as a science park and research facility. M.D. Anderson's Smithville Science Research Park is currently located on that property. In connection with its expansion plans, M.D. Anderson has requested additional easements from TPWD for a second entrance and an emergency exit. In exchange for the easement, M.D. Anderson will agree to comply with certain building and roadway restrictions to protect the resource value and scenic integrity of Buescher State Park.

III. Recommendation: Staff recommends that the Commission approve the following motion:

"The Texas Parks and Wildlife Commission authorizes the Executive Director to take all necessary steps to grant four access easements to M.D. Anderson for its Smithville Science Park, subject to conditions and restrictions acceptable to the Executive Director."
