Job Order Contracting – Award of Master Job Order Contracts

I. Executive Summary:

Staff requests authorization to award master job order contracts.

II. Discussion:

Texas Government Code, Chapter 2269, Subchapter I authorizes governmental entities to engage in Job Order Contracting (JOC), a procurement method used for maintenance, repair, alteration, renovation, remediation, or minor construction of facilities when the work is of a recurring nature, but delivery times, type, and quantities of work required are indefinite. Job orders are issued to a general contractor for multiple specific jobs under a single master job order contract. Costs of work are established by a Unit Price Book with an adjustment factor referred to as a “coefficient” applied to account for contingences, including the prevailing wage rates in the area of the specific project.

The use of the JOC method eliminates the need for Texas Parks and Wildlife Department (TPWD) to request bids for multiple specific jobs that are recurring in nature and creates efficiencies by reducing project lead times, reducing costs, and facilitating collaboration between TPWD and the selected general contractors. Master job order contracts can be awarded to multiple general contractors, to which TPWD can then assign job orders to perform construction services statewide. TPWD will select general contractors to award the master contracts to based on competitive sealed bids.

III. Recommendation:

“The Texas Parks and Wildlife Commission authorizes the Executive Director to award master job order contracts to the general contractors selected from the list in Exhibit A.”
