Can I buy quail and release them on my property?

The Texas Parks & Wildlife Code provides for the purchase of pen-reared quail (and other game birds, turkeys excepted) for the purpose of release on property the purchaser owns or controls. Birds must be purchased only from a licensed game bird breeder in Texas or from a lawful source outside the state. The birds must be immediately released; if they are held for propagation or sale, a commercial game bird breeder's license is required. If the desire is to hold a field trial or to hunt those birds outside the regular quail season, a separate license is required.
