BE IT REMEMBERED that heretofore on the 19th day of January 2000, there came on to be heard matters under the regulatory authority of the Parks and Wildlife Commission of Texas, in the Commission Hearing Room of the Texas Parks and Wildlife Department Headquarters complex, Austin, Travis County, Texas beginning at 3:30 p.m., to wit:

II. OPENING STATEMENT:
Commissioner Avila called the meeting to order. The opening statement was read into the record by Executive Director Andrew Sansom.
III. APPROVAL OF MINUTES:
Commissioner Avila asked for a motion to approve the minutes from the November 17, 1999 meeting. The motion was moved by Commissioner Henry, was seconded by Commissioner Avila and carried. The motion passed unanimously.
IV. THE FOLLOWING ITEMS WERE PRESENTED TO THE COMMITTEE:

BRIEFING – Capital Program Update
Presenter: Mr. Dan Patton
Dan Patton, Director of the Infrastructure Division, briefed the Commission on the status of the Bond and Total Capital Program. He began with the FY 98 Bond Program. In March 1998, $12M of bond revenue was issued for expenditure. A total of $8.7 million has been expended to date. Out of 91 projects, over 50 percent are complete and another 45 percent are in the construction phase with the remaining 5 percent in the design phase.
Next, he briefed the Commission
on the status of the FY
99 Bond Program. In January
1999, $18M of bond revenue
was issued for expenditure.
A total of $3.8M has been
expended to date. Out of
142 projects, 80 percent
are in the construction
or design phase.
Mr. Patton moved on to
explain the status of the
Total Capital Program. The
projected FY 2000 expenditure
goal is $20M. He commented
that we are currently $3M
ahead of our December projected
expenditure goal. December’s
projected expenditure goal
was $5M, the actual expenditures
totaled $8.04M.
FY 2000 Bond Program totals 127 projects. Bond revenue totaling $20M is anticipated to be issued on February 15, 2000. Six percent will be distributed for ADA, 49 percent for water/wastewater, and 45 percent will be for critical facility repair.
Next Mr. Patton shared with the Commission some visuals showing some program highlights including Caprock Canyons, Hueco Tanks, Lake Somerville, and Huntsville.
He also shared with the Commission, highlights of Infrastructure’s 1999 Annual Report and told the Commission the report will be forwarded to them at a future date. The Annual Report illustrates the division’s accomplishments for the last three years, but specifically for fiscal year 99. The Annual Report also describes the division’s future initiatives.
This was Mr. Patton’s last Commission presentation as he is leaving the agency. Andy Sansom expressed gratitude to Mr. Patton for all the accomplishments that were made during his tenure. Commissioner Avila echoed Mr. Sansom’s sentiments.
V. OTHER BUSINESS: None.
VI. ADJOURNMENT: There being no further business, Commissioner Avila adjourned the January 19, 2000 meeting of the Ad Hoc Infrastructure Committee of the Texas Parks and Wildlife Department at 3:37 p.m.
