Local Park Grant Funding

I.      Executive Summary: The federal Land and Water Conservation Fund (LWCF) State and Local Assistance Program, the Texas Large County and Municipality Recreation and Parks Account (Urban Parks Account), and the Texas Recreation and Parks Account (TRPA) provide matching grants to local governments for the acquisition and development of public parkland and recreation facilities. 

II.     Discussion: The Urban Outdoor, Non-Urban Outdoor, and Small Community Grants are made available to Texas local governments based upon population size for the acquisition and/or development of public parkland.  Funds available include: $3,789,780 from the LWCF; $2,000,000 from the Urban Parks Account; and $2,925,272 from the TRPA. Additional grant funds may become available during Fiscal Year 2018 to supplement the Local Park Grant Program.

As of October 1, 2017, Texas Parks and Wildlife Department received 60 eligible applications requesting $17,338,624 in matching fund assistance.  Staff recommends support of projects in the amount of $8,715,052, with permission to award additional projects in descending order by score if supplemental grant funds become available in Fiscal Year 2018.

Exhibits A through C rank the projects in descending order based upon each grant program’s scoring criteria previously adopted by the Texas Parks and Wildlife Commission.

III.   Recommendation:  Staff recommends the Texas Parks and Wildlife Commission adopt the proposed motions:

Motion 1: “The Texas Parks and Wildlife Commission approves funding for projects listed in Exhibits A through C in the amount of $8,715,052.”

Motion 2:  “The Texas Parks and Wildlife Commission authorizes the Executive Director to award, as supplemental grant funds become available in Fiscal Year 2018, the projects in Exhibits A through C in descending order by score.”
