Acceptance of Land Donation – Limestone County
Undeveloped Subdivision Lots at Fort Parker State Park
August 25, 2016

I.       Executive Summary: Historic subdivision of parcels adjacent to Fort Parker State Park has resulted in numerous small tracts of land, many of which are undeveloped. A few of these tracts have been offered as donations to Texas Parks and Wildlife Department (TPWD).

II.     Discussion: Fort Parker State Park is a 1,468-acre park surrounding Fort Parker Lake on the Navasota River. The core of the park was acquired in the mid-1930s and developed as a Civilian Conservation Corps park. Several of the tracts adjacent to the park were broken up into subdivisions many years ago, with the main road through the park, Park Road 28, serving as access for these neighbors. Over the years, TPWD has acquired some of these adjacent tracts and lots, through purchase and donation, both to increase the area of the park available to the public and to limit private use of Park Road 28.

Recently, several owners of lots within or adjacent to the park boundary have offered their lots to TPWD at no cost or for the cost of ad valorem taxes due Limestone County. The Texas Parks and Wildlife (TPW) Foundation has acquired these tracts and can transfer those to TPWD upon authorization from the Texas Parks and Wildlife (TPW) Commission. In addition, the TPW Foundation anticipates additional opportunities to acquire lots and tracts adjacent to the park over the next couple of years.

III.    Recommendation: The staff recommends the TPW Commission adopt the following motion:

“The Texas Parks and Wildlife Commission authorizes the Executive Director to take all necessary steps to accept the donations of inholdings and tracts adjacent to Fort Parker State Park in Limestone County.”
